During this period, Tsarist Russia set its eyes on the lands belonging to the Khanate of Kokhan, began to conquer them, and sent a military force. Yaqubbek, who was appointed as the governor of Akmasjid, fights bravely against the Russian soldiers. But unfortunately, the Akhmasjids did not get help from Kokand, as a result, the northernmost fortress of the Kokand Khanate was lost.

It is said that when Khudoyar Khan, the Khan of Kokand at that time, was informed about this, he asked, "How many days' journey to Akmasjid?" - he asked, and when they answered, "One month", the khan replied, "Oh, yes, is it that long, in that case, it will be lost." At this time, Yaqubbek, who came to Kokand, was appointed governor of Khojand, a large province of the khanate. But the general who has seen a lot does not like the state policy of Khudoyor Khan, who sat on the throne of Kokand, and starts working against him and plans to remove the khan from the middle. But this plan did not come true and as a result Yakubbek left Khojand and went to Bukhara. After the dethronement of Khudoyar Khan, he entered the service of Sultan Sayid Khan (Khudayor Khan's brother - Mallakhon's son) who sat on the throne of Kokand and became the main statesman in the khanate during this period. Together with Alimqul Dodoh, he goes to fight against the Russian invaders in the north and shows heroism. Together with Yakubbek Alimqul dodoh, he participates in the battles against the Russian invaders in Tashkent. According to the people of that time, if Yakubbek Batir participated in these battles until the end, Tashkent would not be lost. At the same time, an important message comes from Kashgar, which belongs to the Kokand Khanate, where there is a need to fight against the Chinese-Manchurian invaders and preserve the territories of the Kokand Khanate, and Yakubbek is called Buzrukhoja, the successor to this state. comes to Kashkar as a military assistant of an official. However, due to Buzrukhoja's lack of ability in public administration, Muhammad Yaqubbek took power in Yorkent and founded the State of Seven Cities after acquiring seven neighboring cities. This will be a strong blow for the Sino-Manchurian Khanate, which was ready to take this territory belonging to the Kokand Khanate as its own at that time. Yakubbek Batir holds the reins of the state here and saves the local population from the oppression of the Chinese. Thousands of military commanders, religious leaders, prominent people of Kokand, who escaped from the Russians when Tashkent was occupied by the Russian Empire troops, agreed to stay with Yaqubbek and serve him.

Yaqubbek considered Kashgar to be a state belonging to the Kokand khanate and issued gold coins in the name of the Kokand khans Mallakhon and Sultan Syed. He also brought famous master architects and painters from Kokand and Bukhara and used them in the construction of madrasas, caravanserais and other buildings in different cities of the Seven Cities. Muhammad Yaqubbek built mosques, schools, and various buildings in cities such as Pskent, Tashkent, Okmasjid, Khojand, Avliya Ota, Kashkar, Yorkent, Khoton, Kurla, Uchturfon, Mecca, Medina. He received famous scholars, poets and educated people of his time and gave them material and spiritual support. He also tried to improve the lives of the people and ruled fairly. It is said that he put an end to the slavery practices that existed at that time, and forbade the population to catch and use slaves. According to information, he held talks with the Governor-General of Turkestan Von-Kaufman about the borders of Turkestan and the countries of the Seven Cities. Muhammad Yaqubbek established mutual political, diplomatic and economic relations with the Russian Empire, the Chin Empire of China, England, Turkey, and the Governor General of Turkestan. Thus, during his thirteen-year rule as the head of the Seven City States, Yaqubbek Ghazi conducted a fair policy and was able to win the respect of the people.
